Housing Rehabilitation
The Homeowner Housing Rehabilitation Program is designed to help maintain decent, safe and affordable housing for low/moderate income families in the twin county area. The program helps homeowners, who are financially unable to make the necessary repairs, bring their homes into compliance with the HUD Quality Standards and North Carolina Housing Finance Agency (NCHFA) energy standards. The DEHC's Homeowner Rehab Program meets the low/mod National Objective for housing.

Through the City of Rocky Mount's Housing Rehabilitation a program homeowners can qualify for a low interest loan up to $30,000.00. This program is designed to help low-income homeowners make needed repairs.

Rental Rehabilitation
The Rental Rehabilitation Loan Program is designed to complement the City of Rocky Mount's Homeowner Housing Rehabilitation program and to assist landlords, who are financially unable to make the necessary repairs, to bring their rental property into compliance with the City's Minimum Housing Code and HUD quality standards. Funding for the program is provided through the Community Development Block Grant Program. The Rental Rehab Program meets the low/mod National Objective for housing.

The City offers a Rental Rehabilitation Assistance program, which provides a low interest loan up to $30,000.00 to help landlords to bring rental property in compliance with the City's Housing Code. Top of document

The Energy Efficiency Grant Program
The Energy Efficiency Grant Program will provide up to $7,500 of energy efficiency home repair/upgrade improvements. It will be open to very low-income homeowners (less than 50% of area median income) that meet the eligibility criteria listed below. Although applicants have to complete the Energy Efficiency Classes to apply for an Energy Efficiency Grant, they must complete the class before being awarded a grant.

Once a homeowner completes an application, it will be processed, ranked and approved based on the criteria outlined in priority rating system listed below. Once a homeowner is accepted in the program, Community Development and other staff will conduct an energy audit of their home to identify specific repairs needed to reduce their utility bills. The program funds, up to $7500, will be used to make the repairs/upgrades most needed to reduce the utility bill.

Urgent Repair Program
The Urgent Repair Program is designed to alleviate housing conditions which pose an imminent threat to the life or safety of very low-income homeowners with special needs and to enable frail elderly homeowners and others with physical disabilities, to remain in their homes by providing essential accessibility modifications. Through the Urgent Repair program provides homeowners can qualify for a grant of up to $5,000.00. This program is designed to help low-income homeowners make repairs to alleviate conditions that threaten health and safety.

WHAT IS THE LEAD HAZARD CONTROL PROGRAM?

The City of Rocky Mount/DEHC's Lead Hazard Control Program is one phase of the City/DEHC's Consolidated Plan. The purpose of the plan is to remove lead-based paint hazards that constitute an imminent threat in homes built prior to 1978 and to protect young children from lead poisoning. The City of Rocky Mount has an on-going commitment to provide decent, safe and affordable housing for its low/moderate income residents.

The main function of the City/DEHC's Lead Hazard Control Program is to provide community awareness/education about the dangers of lead-based paint, and provide free testing and lead hazard reduction for income eligible residents. The program is designed to assist low/moderate income families to reduce the lead hazards in their homes, making them safer for children.
