The Inspection Services Division of the Planning & Development Department is responsible for issuing permits and conducting inspections to enforce state building codes and city ordinances regulating building, mechanical, plumbing, demolition of structures, septic systems, rental housing, and manufactured housing.
Inspectors' office hours are 8:30 - 9:30am and 4:00 - 5:00pm Monday through Friday. All other times are by appointment ONLY. For questions on building permits or to schedule an inspection, please contact the Inspector directly for times and availability at 252-972-1110 or 252-972-1119.

At this stage, inspection of the rough framing, rough plumbing, rough HVAC, and rough electrical takes place. This allows an expert in each area to inspect each part of the rough-in work before walls are covered.
Final Building Inspections
After all the work has been completed and all sub trades have been finalized the contractor can then request a building final.
Notes to the Owner-Builder
Make sure that the inspector understands that your goal is to comply with all building code requirements. Please do not hesitate to ask questions if you need further understanding of why an inspector asks for changes or corrections. If you have competent subcontractors, problems will be minimal.
Work with your subcontractors to get their work inspected in a timely manner. Sub contractors will need to call for their own inspection. Each trade is inspected by a separate inspector.
