The Community Development Administrator is the supervisor of the Community Development Division and all of its staff. The Community Development Administrator is responsible for the overall management of the Division which includes preparing and reviewing the budget as well as producing an Annual Action Plan, Consolidated Plan, CAPER, and other required reports.

The Compliance Administrator monitors subrecipients of resources and conducts workshops for community organizations on program compliance with federal, state, and local requirements. The Compliance Administrator participates in all formal bid and contract award processes and produces quarterly reports of monitoring and compliance activities. The Compliance Administrator also researches and applies to financial grant opportunities and non-financial resources.

Deborah Jenkins, HOME Coordinator

The HOME Coordinator is responsible for both HOME and Section 3 programs, of which responsibilities include processing HOME applications, scheduling and coordinating DEHC meetings, and managing Section 3 qualifications. The HOME Coordinator also adheres to Fair Housing policies and processes applications for Urgent Repair and other non-recurring programs.

The Community Development Finance Specialist maintains IDIS reporting system including set up, completion, receipts, vouchers, and reports.The Finance Specialist also processes all payments and acts as a liaison to Finance departments both internally and externally. In coordination with the Compliance Administrator, the Finance Specialist tracks grant spending for compliance and assists in the preparation of the division budget with the Community Development Administrator.

Gary Lynch, Community Development Housing Specialist

The Housing Specialist primarily handles rehabilitation projects and reviews contracts for construction management, environmental reviews, and property maintenance. The Housing Specialist provides technical assistance to developers and current and potential community real estate development partners and assists in the monitoring of HUD-funded units with Compliance Administrator.
