Purchasing

The Purchasing Division of the Finance Department is responsible for providing centralized procurement services and warehouse operations to effectively support the City organization in compliance with state and local regulations. The Purchasing Office is located at 331 South Franklin on the 4th floor of the Frederick Turnage Administrative Complex. Office hours are 8:30 am through 5:00 pm Monday through Friday.

The city of Rocky Mount has a Minority and Women Business Enterprise Plan to enhance our ability to do business with small, minority, and women-owned businesses. As of March 30, 2020, the city of Rocky Mount implemented a local preference policy, providing vendors within the city of Rocky Mount a price-matching preference for bid opportunities. To learn more about the policy and to determine if your business is eligible to participate, please view the Local Preference Policy documents, and related forms. All vendors who wish to participate in the program must complete a Bidder’s Certification for Local Preference Form. 

Surplus Property

The Purchasing Division is also responsible for overseeing the disposal of the City’s surplus personal property and equipment. Surplus property and equipment typically include vehicles, used utility poles, miscellaneous small equipment, and office related equipment that the City no longer needs or uses.

The City of Rocky Mount uses an online auction service, GovDeals.com to dispose of other miscellaneous types of property and equipment. Online auctions are generally posted twice a year in the spring and fall months. The public is welcome to bid on the City’s surplus. Any person desiring to bid at the auction must create an account through GovDeals first. Items for sale can be viewed by clicking here.
